libebml-dev software package provides access library for the EBML format (development files), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libebml-dev
libebml-dev is installed in your system.
Make ensure the libebml-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libebml-dev *
You will get with libebml-dev package name, version, architecture and description in a table
